On June 20, 2015 at 8:20 PM, Sergeant J. Cory Kubinak was dispatched to the area of Shoprite Liquors, Old Hwy 22 for a report of possibly intoxicated driver driving a blue SUV with a flat tire. Sergeant Kubinak observed the vehicle travelling on Old Hwy 22. In addition to driving with a flat tire, Sergeant Kubinak observed the vehicle failing to maintain a lane. Sergeant Kubinak followed the vehicle into the New Street parking lot. Upon interviewing the driver, Michael Kemp, 60 of Pittstown, NJ, Sergeant Kubinak observed signs of intoxication. Kemp was arrested and charged with Driving While Intoxicated, Refusing to Submit to Breath Testing, Failure to Maintain a Lane and Open Container of Alcohol in a MV. He was released.
