On Friday, June 26, at approximately 1:10 am, Patrolman Umair Latif approached a 1997 BMW 328 on Stacy Drive after responding to the area for a report of a suspicious person. In doing so, Ptl. Latif observed that Thomas Cozzens Jr., age 26, of Clinton Township, was visibly intoxicated. Mr. Cozzens advised that his car sustained a flat tire after hitting a curb but could not say for certain where he struck the curb. Ptl. Latif arrested Mr. Cozzens and transported him to police headquarters where Mr. Cozzens refused to provide samples of his breath for chemical testing to determine the content of alcohol in his blood. Ptl. Latif charged Mr. Cozzens with Driving While Intoxicated, Refusal to Submit to a Breath Test, and Reckless Driving. He was released to the custody of a responsible adult and his vehicle was towed and impounded.
