Hunterdon County Prosecutor Anthony P. Kearns, III, announced the indictment of Ricardo R. Phillips, age 39, of Roanoke, Va., Dustin L. Hart, age 27, of Troutville, Va., and Jennifer N. Ramos, age 32, of Roanoke, Va.
The three defendants were indicted on October 12, 2017, for 3rd degree Possession of a Controlled Dangerous Substance, 3rd degree Possession of a Controlled Dangerous Substance with Intent to Distribute, and 3rd degree Conspiracy to Possess CDS. In addition Mr. Phillips was indicted for 3rd degree False Government Document and 4th degree Hindering Apprehension and Mr. Ramos was indicted for 4th degree Hindering Apprehension.
According to Prosecutor Kearns, “On July 26, 2017, Mr. Phillips, Mr. Hart, and Mr. Ramos were arrested by the Clinton Township Police Department after a motor vehicle stop on Route 31. Ms. Ramos was operating the motor vehicle and Mr. Phillips and Mr. Hart were passengers. The Hunterdon County Prosecutor’s K9 Unit assisted in the arrest.”
The filing of a criminal complaint is merely a step in the criminal justice process. The defendant is presumed innocent until the matter is resolved in a court of law.
