MAN PASSED OUT ON WELL COVER AT CLINTON WATER AUTHORITY

On Sunday, July 26, at approximately 6:55 pm, Patrolman David Formalarie responded to the New Jersey Water Authority property on Route 31 North for a report of a male found sleeping near a well on the property. Upon arrival, Ptl. Formalarie met with a Water Authority officer who advised that he was unable to wake the sleeping man up. Ptl. Formalarie observed Brad Mullen, age 34, of Dunellen sleeping face-down on top of a well cover. When he woke Mr. Mullen, Ptl. Formalarie detected the strong odor of an alcoholic beverage on his breath. A pat-search produced a crack pipe in Mr. Mullen’s pocket. Mr. Mullen was arrested, charged with Possession of Drug Paraphernalia, and released ROR
