MAN WITH STIMULANTS DELAYS TRAFFIC AT MIDNIGHT?

@ approximately 11:55 PM – Police arrested Jay J. Gould, age 25 of Morris Plains, NJ and charged him with possession of less than 50 grams of marijuana and possession of a controlled dangerous substance (Phentermine) following a motor vehicle stop on Rt. 202. Gould was initially stopped for delaying traffic and failure to maintain lane control. He was also charged with possession of drug paraphernalia (marijuana pipes, a pill case containing marijuana and a plastic bag containing Phentermine residue and pills). Gould was also issued motor vehicle summonses for delaying traffic and possession of a controlled dangerous substance in a motor vehicle. He was released after processing.
