Police charged Howard Starkes, Jr., age 53 of Clinton, NJ with shoplifting and theft by deception following two separate investigations

Thursday, January 12, 2017 @ approximately 9:49 AM – Police charged Howard Starkes, Jr., age 53 of Clinton, NJ with shoplifting and theft by deception following two separate investigations. On Tuesday, November 22, 2016 police were called to Lowe’s on Rt. 31 for a reported theft by deception. A loss prevention employee reported that on the previous day a male entered the store, took a Troy Built leaf blower from a shelf and returned the item for store credit at the customer service counter as if he had purchased it. The retail value of the leaf blower was $259.00.
On Wednesday, November 23, 2016 police were called to Shop-Rite on Rt. 202 for a reported shoplifting. A loss prevention employee reported that a male left the store with a Samsung television valued at $699.99 without paying for it. Further investigation into both incidents, including review of surveillance camera footage from each store, identified Starkes as the actor. Charges were filed and Starkes was entered in NCIC as a wanted person out of Raritan Township. On January, 11, 2017 Starkes was located by the Edison Township Police Department and taken into custody. Starkes was lodged in the Middlesex County Adult Correctional Facility where he was served with the charges out of Raritan Township. Initial investigations by P.O. Eli Walters.
